Purpose
Emergency plan implementing procedure for Emergency Coordinator (EC) response actions during declared emergencies.
Key Requirements
- Accountability must be performed when a Site Area Emergency (SAE) has been declared
- Accountability must be completed within 30 minutes from the time of SAE declaration
- Assembly is performed when an Alert is declared (different from Accountability)

Emergency Coordinator (EC) responsibility transfers based on facility activation status:
- TSC NOT activated → Shift Manager is EC
- TSC activated, EOF NOT activated → Emergency Duty Officer (EDO) is EC
- TSC activated AND EOF activated → Emergency Response Manager is EC
