Purpose

Provides instructions for releasing radioactive waste gas from Unit 1 13 Waste Gas Decay Tank (WGDT) through the plant vent system. Covers Chemistry sampling and authorization, pre-release verification, CRS authorization, release initiation, monitoring, and termination.

Pre-Release Verification (Attachment 1, Section 1.0)

Pre-Release verification in Attachment 1, Section 1.0 must be completed prior to CRS review for release authorization (before step 5.2.9).

Maximum Allowable Release Rate (Step 3.4)

Per NOTE in Step 3.4: tanks with a calculated maximum allowable release rate of <= 32 SCFM cannot be released. The rate must be > 32 SCFM.

CRS Authorization (Step 5.2.9)

CRS reviews all completed sections for accuracy and completeness before authorizing the gas release. Both the pre-release verification AND the calculated maximum allowable release rate must be satisfactory.

CRS review of completed release procedure for 13 WGDT: two errors that prevent authorization. (1) Pre-Release Verification in Attachment 1, Section 1.0 was NOT performed prior to step 5.2.8. (2) Maximum Allowable Release Rate of 32 SCFM recorded in Step 3.4 and 4.1 is NOT > 32 SCFM — per NOTE in Step 3.4, tanks with a calculated rate of <= 32 SCFM cannot be released. CRS does NOT authorize the gas release. Trap: finding the first error and stopping review. The examiner cue directs the applicant to review the ENTIRE procedure to identify ALL issues.
