Per Step 4.5 Note, the Reactivity Management SRO role may be filled by ONLY an active SRO license holder (inactive SRO license holders are NOT qualified). Per Step 4.5.11, the Reactivity Management SRO is NOT allowed to perform peer checks during reactivity manipulations — a second licensed individual must be positioned to perform peer checks. The Reactivity SRO and the peer checker must be different people.
