System operating procedure for Reactor Coolant Pump startup, operation, and shutdown.

Per S2.OP-SO.RC-0001 Limitations, with one or more RCS Cold Leg temperatures ≤312°F, at least one of the following conditions shall be met before starting an RCP:
1. Pressurizer level is less than 92%
2. ALL Steam Generator secondary side temperatures are less than 50°F above any RCS Cold Leg temperature
Starting an RCP when the start criteria are NOT met will result in an RCS pressure transient caused by energy addition from the secondary system. Only ONE condition needs to be met (not both). RCP motor degradation is not the concern — the concern is an RCS pressure transient from secondary energy addition.
