Per S2.OP-SO.RC-0002 Section 5.4 ("Establishing Pressurizer Steam Bubble Without A Vacuum In RCS"), during Pressurizer degassing the crew will open and close 2PR1 (PZR PORV) to maintain PRT pressure less than a MAXIMUM of 10 psig. 25 psig is a plausible distractor (below the 100 psig rupture disc setpoint) but the actual procedural limit is 10 psig.
