Purpose

EP-SA-111 is the parent procedure for emergency classification and protective action at Salem NGS. It encompasses multiple forms and attachments used by the Shift Manager / Emergency Director and communicators during emergency events.

Protective Action Recommendations (Form F4)

Provides guidance for determining Protective Action Recommendations (PARs) during emergency events. Used by the Shift Manager / Emergency Director to determine the initial PAR and evaluate PAR upgrades based on plant conditions and fission product barrier status.

Per EP-SA-111-F4 Attachment 4 (Appendix 1): for a General Emergency with loss of all three fission product barriers (FB1.L, RB1.L, CB1.L = 13 PTS) and R44A/B reading 1000 R/hr, the correct INITIAL PAR is the Default PAR. A subsequent wind shift does NOT require a PAR Upgrade — NO PAR Upgrade is required. Trap: candidates may incorrectly determine an RPSA PAR is required on the initial classification, or incorrectly determine that a wind shift necessitates an RPSA PAR Upgrade.

PAR determination via Appendix 1: GE from loss of all AC power (not based on loss of 3 fission product barriers, not hostile action) — select Default PAR (No RPSA): Evacuate 0-5 miles, Monitor & Prepare 5-10 miles.

Primary Communicator Notifications (Form F6)

Provides the Primary Communicator with the procedure and contact list for making required emergency notifications to state and local authorities within the required 15-minute timeframe following an emergency declaration at Salem NGS.

Notification Sequence

The Primary Communicator must notify the following organizations using the NETS (Nuclear Emergency Telephone System) and/or commercial phone lines:

15-Minute Clock

Per EP-SA-111-F6 Attachment 6, the fifteen-minute clock ends when the contacted organization is provided the Emergency Classification Level or PAR upgrade.

Alternate path JPM: Delaware State Police cannot be reached via Primary (NETS 5406), Secondary (302-659-2341), or NAWAS backup. Operator must recognize notification is NOT SUCCESSFULLY COMPLETED and proceed to Steps 15.f-g to notify Delaware counties (New Castle County via NETS 5408, Kent County via NETS 5409) directly. Time-critical: all notifications must be completed within 15 minutes. The caller reads sections I thru V of the ICMF form correctly to each contacted organization and waits for repeat back.
